Pondering over NLP terminology- procedure driven vs choice driven.

My spontaneity comes from my inner structure or procedure. The clarity of procedure in my mind allows me to be impromptu or choice based in the outer world.
Whereas a person who lacks inner structure or clarity May need to do rely on procedure and structuring to execute things. So apparently he/she appears to be working from procedure whereas his/her actions stems from choice.
